Withholding tax for employee with a Ci permit

Could anybody clarify for me if the person with a Ci permit is a subject to the withholding tax? I am making an offer to a new employee, which is on a Ci permit as her residency is linked to her ex-husband (they are separated) who works at an international organisation. Do I have to deduct withholding tax from her montly salary?

In accordance with the Law of Geneva, the holders of a "Ci" permit are subject to taxation at the source if domiciled or in stay in the canton of Geneva and if gainfully employed. This tax needs to be deducted from the gross salary and then declared and transferred by employer to the cantonal tax office.
